For a normal build and one layer underneath, in order for it to fit at the waist, the straps need to be fully tightened (and even then they are loose) so they don't fall off you, resulting in the crotch sitting quite low (since the fabric is not elastic) and partially restricting movement (not to a very annoying degree).
It also has the least premium feel of any Goretex product I have ever used, but from the use I've had so far (nothing too harsh in terms of conditions), I've been quite satisfied except for the fit.
