Rice paper is used in the technique of Decoupage. Cut the desired design by hand, without the use of scissors. Prime your surface and glue the rice paper with decoupage glue. Apply glue to the surface, behind the pattern, and place it with the help of a brush from the center of the pattern outwards to avoid wrinkles.
