Essentially, brake hydraulic oil is hygroscopic and collects moisture/water over time, which is not good because it lowers its boiling point and loses its properties. If you have a water concentration of 3-4% or more, you need to change the brake fluid. On average, brake fluid collects 1% moisture per year. So you understand why it is recommended to change the fluid every 3-4 years.
