Francis A. Boyle

Dr. Francis A. Boyle is one of America's leading experts in international law. He was responsible for drafting the Biological Weapons Anti-Terrorism Act of 1989, which serves as the U.S. implementing legislation for the 1972 Biological Weapons Convention. He served on the board of directors of Amnesty International (1988-1992) and represented Bosnia and Herzegovina at the International Court of Justice in The Hague. He was a legal advisor to the Palestinian Delegation during the Middle East peace negotiations from 1991 to 1993. In 2007, he was the keynote speaker at the Bertrand Russell Peace Lectures. Dr. Boyle teaches international law at the University of Illinois at Champaign. He holds doctoral degrees from Harvard University in Law and Political Science.
